Paint Disposal in Pittsburgh: Current Drop-Off, Pickup, and Event Options

Choose the program before you move the cans

Pittsburgh households now have more than one verified way to manage leftover paint, but the routes are not interchangeable. The City-contracted Noble Environmental program runs by appointment and lists weekly drop-off, curbside pickup, and scheduled collection events. Allegheny County’s household-chemicals program has one remaining 2026 event on Saturday, September 19, at South Park.

Start by inventorying the containers, not by opening or combining them. Write down the product type, container size, approximate amount remaining, whether the original label is readable, and whether the lid seals. That list helps you choose a route and ask a useful question without repeatedly handling old chemicals.

Do not pour paint into a drain, storm inlet, gutter, yard, or another container to make transportation easier. Do not mix different products. A smaller-looking load can become more dangerous and harder for a collection program to identify.

Option 1: Pittsburgh’s appointment-based Noble program

Noble’s Pittsburgh program page lists latex paint, oil-based paint, thinners, and solvents among accepted items. It requires advance scheduling. After online registration, the participant receives an email confirmation and reminders.

The weekly drop-off is at 3001 Railroad Street, Pittsburgh, PA 15201, on Tuesdays and Thursdays from 2:30 p.m. to 6:30 p.m. Availability is controlled through the appointment system, so the published recurring hours are not permission to arrive without a slot.

Noble requires chemicals to be clearly labeled and securely sealed. Containers larger than 5 gallons are not accepted through the standard program; the company directs residents with larger containers to customer service. Materials should be placed in the trunk, rear hatch, or pickup bed. At the site, staff unload and weigh the materials while the resident remains in the vehicle.

The published rate for paints, oils, and antifreeze is $0.35 per pound. Credit or debit card is the only accepted payment method. A can’s printed capacity is not its actual disposal weight: a nearly empty gallon and a full gallon will not weigh the same. Use the online list as planning information, then rely on the program’s scale and current appointment terms.

Noble also lists curbside collection from the home with a $25 base service fee plus additional material charges. This can be useful when transportation is the limiting factor, but it is not a flat $25 paint-disposal promise. Complete the cart or contact the operator to see the current total for the exact containers.

Option 2: The remaining Allegheny County event

The Allegheny County household-chemicals page lists its final 2026 event for September 19, 9 a.m. to 1 p.m., at the South Park Wave Pool parking lot, Corrigan Drive and 100 Acres Drive, Bethel Park, PA 15102. Preregistration is required.

The event accepts a broad paint-products category: latex, oil-based, and alkyd paint; arts and crafts chemicals; rust preservatives; creosote; water sealers; paint thinners; and furniture strippers. That list is useful for a mixed shelf of finishing products that does not fit a single “paint can” label.

The event fee is $20 for every 10 gallons or 50 pounds per vehicle. This is a different pricing method from Noble’s per-pound category. Do not compare only the headline numbers. Count the containers and estimate both their capacity and weight, then ask PRC at 412-488-7490 if the increment for your load is unclear.

All items must be placed in the car trunk or truck bed, and occupants remain in the vehicle while the contractor unloads. The County says all payment forms are accepted and cash is preferred. Anything in a leaky container is excluded.

A side-by-side planning comparison

Neither program is automatically “better.” Choose based on eligibility, timing, the products you have, transport ability, container condition, and the fee basis. Confirm live availability at registration because appointments can fill and event details can change.

How to inventory paint safely

Work in a ventilated area away from flames, children, and pets. Keep each product in its original container when possible. Without opening a can unnecessarily, record:

• the product name and whether it says latex/water-based, oil-based/alkyd, stain, sealer, thinner, stripper, or solvent;
• the container’s rated size and a rough fullness level;
• whether the label can still be read;
• whether the lid is seated and the container is dry outside;
• whether there is corrosion, bulging, or leakage.

Place sound containers upright in a sturdy box or tote so they cannot tip during braking. Use separation and absorbent packing around the containers, not inside them. Do not put incompatible chemicals together in a secondary container. If a can is leaking, badly corroded, unlabeled, or larger than the program limit, stop and contact the operator. The correct solution may require special instructions rather than a routine appointment.

What about empty or dried latex paint?

Local acceptance and ordinary-refuse instructions can depend on whether the product is truly empty, fully solidified, and non-hazardous. Do not generalize advice for latex paint to oil-based paint, stain, solvent, or an unknown coating. The safest practical move is to identify the product from its label and ask the current collection program or Pittsburgh 311 how the specific container should be handled.

Avoid turning liquid paint into an open evaporation project. Leaving a can exposed can create fumes, spills, access by children or animals, and an uncertain final material. The two programs above already accept latex paint, so drying it merely to avoid a verified collection route may add work and risk.

When the cleanup includes other materials

Keep paint separate from electronics, tires, batteries, propane cylinders, cleaners, and ordinary junk. A program may accept several categories but charge each differently. The Noble list, for example, places aerosols, acids, caustics, pesticides, and poisons in a different rate category than paint. The County event separately excludes tires, appliances, large compressed-gas cylinders, medical waste, and other listed materials.

Before leaving home

1. Confirm that the appointment or event registration is complete.
2. Recheck the accepted-item list for every product, not just the largest can.
3. Keep products labeled, closed, upright, and separated.
4. Move containers into the trunk, rear hatch, or truck bed as the selected program directs.
5. Bring the accepted payment method and expect the final fee to use that program’s published basis.
6. Follow staff unloading directions and keep the receipt for your records.

That preparation is more valuable than a generic list of “paint disposal places”: it prevents a rejected trip, makes the fee easier to understand, and keeps unknown or damaged chemicals out of an ordinary waste stream.
